INDEED APPLICATIONS WILL NOT BE ACCEPTED The Code Compliance Manager is a single class position with overall responsibility for the Code Compliance services, programs and supervisor of animal control, shelter operations and code enforcement.
SUPERVISION RECEIVED/EXERCISED:
Receives general direction from the Deputy City Manager/City Clerk and/or designee; and exercises direct supervision over field, office and shelter professional, supervisory and office staff.
Essential Functions:

) ? Assumes management responsibility for assigned services and activities of the Code Enforcement, Animal Control and Shelter sections, including the enforcement of compliance of certain building, Health, Safety and Welfare, Business, vehicle, and City municipal and zoning codes that protect health, safety and general welfare of residents and visitors and ensures a high level of performance in a customer service-oriented work environment.
Develops, implements and manages a code enforcement and compliance program intended to be efficient and effective in the enforcement of codes related to housing, dangerous buildings, public nuisance, abandoned/inoperative vehicles, trash, weeds, violations of municipal ordinances and codes, business operating without proper business license, improper or illegal signage, land-use and other related health and safety violations ? Develops, implements, and manages animal control and shelter programs involved inthe efficient and effective enforcement of animal control and shelter activities, including the humane treatment and care of animals in the shelter, all ordinances governing animal care and control, such as animal licenses, vaccinations, humane treatment of animals, and collection of delinquent animal license fees and penalties as appropriate and lawful.
? Responsible for scheduling and methods for performing assigned duties with a seven (7) day a week care for animals located at the shelter and services and compliance within the community in order to provide more comprehensive methods of enforcement in the areas of code compliance and animal control including a 24-hour response and emergency situations.
? Responsible for compliance with State and Drug Enforcement Administration (DEA) regulations pertaining to medical care of shelter animals and the administration of controlled substances.
? Performs the most difficult investigations, advises on complex investigations and handles the more sensitive public inquiries and investigations; issues citations and appears and testifies in court as needed; responds to consumer and general public complaints; may provide day-to-day interpretations of ordinances and regulations; cooperates with local officials on specialized problems and investigations of violations; ensures compliance with legal mandates; applies mediation, negotiation and conflict resolution techniques in resolving cases and makes recommendations regarding permit and/or license issuance or renewal.
? Acts as a resource for staff; ensures assigned understand and maintain focus on the organizational missions, goals, and values; provides guidance and problem solve to ensure the safety the community and the enforcement of ordinances; plans, anticipate and reduces potential customer services issues; available for consultation on a variety of situations.
? Serves as a resource with private and public community organizations, cities, county and state agencies to address problems; represents the City in meetings with community groups, other agencies and professional organizations and participates in task forces/committees as required and provides information and resources to City officials and departments.
? Responsible for the development, maintenance and achievement of divisions goals, objectives, policies and procedures; prepares and reviews statistical and/or analytical reports on operations and services as necessary; and recommends and implements changes to and/or new programs, projects, operations and services and develops a strategy and work plan for the successful achievement.
? Oversees budgetary development; participates in the forecast of necessary funds for staffing, materials and supplies; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary; monitors and ensure compliance with terms of contracts, agreements, contract services and procurement activities for department.
? Coordinates and participates in the selection, orientation, training, supervision, performance evaluation of assigned staff; establishes work performance requirements and personal development targets; monitors, evaluates and maintains documentation on staff performance including training logs and certifications; provides direction for performance improvement development and appropriate disciplinary actions in accordance with the City's Personnel Rules and Regulations.
? Serves as resource for City departments; coordinates divisional activities with other divisions, departments, and organizations; provides information and resources to City officials, departments and other organizations as appropriate.
? Maintains current knowledge on humane animal shelter practices, methods, operations, services and laws; investigation of zoning violations and court procedures; community service needs and trends; and technology; identifies training needs for to increase proficiency, productivity and remain in compliance.
? Builds and maintains collaborative relationships with community groups, business leaders, constituents, public officials, City staff, media relevant professional organizations, animal rescue groups, and volunteers to ensure open lines of communication, foster support for programs, and ensure a high level of customer satisfaction within a sensitive and high-profile environment.
? Composes, and prepares staff reports and presentation materials; makes verbal and written presentations to City Staff, Management, Council, community associations, boards, outside agencies or organizations and schools.
? Establish and maintain effective working relationships with those encountered in the course of work; and forming working relationships with rescue groups as specified by California State Law.
? Participates in the required Adjusted Workweek Program and is available during emergencies, holidays, weekends, and after-hours.
? Perform other related and peripheral duties as required and necessary for the successful performance of this job.
