Responsibilities:
Design of the commercial facilities the following outcomes:
Ensures an effective and smooth construction phase, smooth start-up, 'On Time, On Budget', high operational availability, and effective maintenance in operations.
An EPC strategy that supports achievement of the above, which is effectively operationalized through contractor selection, best-in-class EPC contracts, and EPC vendor management in the field.
Execution of other fundamentals to support the outcomes including first class project management, staff attraction and recruitment, and leadership.
Development of standards and processes for use by the company for all phases of the project.
Effectively apply developed standards and processes to the work.
Together with the Head of Operations, design and implement a fully integrated commissioning and startup plan to assure seamless transfer of operational control to Operations.
Project Management
Responsibilities:
Execute all stages of the FEL (front end loading) process.
Develop the execution strategy for each stage gate of the project.
This will range from an independent FEED and Execution scope of work (bid out in sequence) to a full EPC contract, with possible consideration for an EPCM (EP with management of construction only).
Work with the corporate project team, to develop and execute a contractual strategy for all phases of the project (pre-FEED, FEED, Engineering and Construction execution).
Consideration will be given to time and material, fixed price / lump sum, not to exceed, as well as disaggregation of parts of the project based on ability to own and manage the risks.
Strategy will also be aligned with the project being either cost or schedule driven.
Working with commercial, legal, project controls, and engineering, execute a competitive bidding and assessment process for the selection of EPC contractors following the FEL commercial strategy.
Recommend and select EPCs for each FEL stage gate.
Implement a rigorous and thorough project controls program.
Create a contractually aligned procurement strategy, that includes long lead equipment, specialty equipment, and bulks.
Establish a rigorous quality assurance program.
Follow all relevant and applicable industry technical standards set by ASME, ANSE, API, NEC, NRTL, PIP and ASPE.
Construction Management
Responsibilities:
Have been or are responsible for a $250 to $400 Million dollar plus construction leadership role in chemical processing or other commercial products such as pharmaceuticals or other continuous processing plant.
Met commitments on time and on budget with safety and quality as interdependent outcomes.
Strong industrial construction management experience of large multi discipline sites.
Effective and strong leader and coordinator who is capable of working with a strong Operations team to take in feedback from the production operators.
Provided updates to CEO and Board and can speak effectively to both the Board and Investors.
Organized, focused, able to perform under pressure and handle multiple priorities and parallel tasks.
Lead assigned portion of outage scope through planning and construction.
Understand the integration of the completions phase and systems handover for successful start-up of the site.
Oversee the successful execution of all the site construction works in accordance with the project schedule, cost and other KPIs.
Create detailed planning activities in P6 for each work order applying planning templates as applicable.
Activities include individual tasks, manpower, durations, and assigned discipline.
Generate mechanical job packages if required, including pictures, P&IDs, BOMs, tools, safe work procedures, applicable standards, QC requirements, etc.
Complete Material Takeoffs for requisitioning/purchasing purposes, includes field verification.
Provide daily schedule updates during execution.
Is capable of articulating and applying lessons learned.
Maintain a strong and effective professional working relationship with the corporate management, interfacing EPC's, sub-contractors, and other stakeholders.
Provide leadership to ensure prompt prioritization and coordination of all unforeseen issues at the site, bringing up to the Project Manager and Senior Project Manager as required.
Support Management of Change process, recognizing plant changes and following through on all documentation and recommendations in a timely manner.
Support as well as promote implementation of the various Project Safety, Security and Quality plans.
Support and promote the implementation of the Project Execution Plan.
Provide contractor field management in all outage phases for assigned contractors, including safety, timesheet verification, field oversight, change orders, and QC verification.
Uphold and communicate high standards of housekeeping in assigned areas and on all job sites.
Conduct frequent formal housekeeping inspections of plant areas.
Complete close out and documentation as required by company standards and procedures.
Overall has responsibility for:
Construction execution.
Safety on the construction site.

Qualifications:
Ability to read and understand P&IDs, ISO's, piping isometrics, fixed equipment design packages, and pipe specs.
Familiar with Crane operations and oversight of major crane liftsFamiliar with specialty welding proceduresFamiliar with P6 Scheduling Proficient in the use of computers and business software, including Microsoft (Excel, Word, PowerPoint, OneNote, Outlook) OneNote, SAP, Primavera P6.
Experience with a variety of heavy equipment, especially cranes, preferred.
Experience with piping design and understanding of ASME B31.

years' validated experience in maintenance and/or engineering disciplines, preferably with experience in industrial outages, exchangers, pumps, hydrotesting and pipe fabrication.
Bachelor of science in engineering or Construction Management (master preferred), or equivalent industry experience.

Skills and
Experience:
Deep experience in delivery of major chemical engineering projects, likely in oil and gas, petrochemicals.
Successfully led the execution of multiple projects of $250-500 mln or larger capex.
Has a deep understanding of critical success factors for major projects, and of major points of failure.
Has appropriate depth in engineering design, project management, EPC management and contracting.
Outstanding attitude and track-record in ethics, environmental and safety performance in major construction.
Clearly recognized as an energetic, strong leader, team player, thoughtful, open-minded, empathetic, and enquiring, but also resilient and decisive.
This person needs to be in California, Preferred Southern California, and or willing to relocate to the Southern California area.
We are 2 hours from Vegas, Los Angeles, and San Diego.

Salary range will be based on
Experience:
$200,000 to $225,000.
