DEFINITION:
Under supervision, performs a variety of technical and related office work associated with the community development and planning permit process including business license issuance and renewal; calculates fees and issues permits; receives and tracks various related applications; provides information to the public; performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Community Development Technician is an advanced journey technical class, which requires knowledge of the planning, public works and building and safety inspection processes and procedures.
The employee is expected to exercise independent judgment under established departmental guidelines and procedures.
This class is distinguished from the next higher level class of Senior Community Development Technician, which performs the more complex duties and provides lead direction to assigned staff.
SUPERVISION RECEIVED/EXERCISED:
Supervision is received from the Community Development Supervisor and/or designee.
Incumbents of this class do not routinely exercise supervision.
Essential Functions:
(The following is a typical list of duties assigned to the Community Development Technician.

) Assists the public, developers, contractors, architects and land agents at the Community Development counter or via telephone with related permits, building and planning applications; provides information and technical data on planning and business licensing; performs research and analyses of related community development and planning issues.
Receives, interprets, and routes telephone calls to appropriate personnel; receives complaints on public works problems or code and safety violations.
Receives plans for plan check; verifies accuracy and completeness of information; calculates fees, receives, logs, routes, and tracks various plans and permits for processing.
Makes preliminary review of plans, blueprints, and/or permit applications for building construction to ensure conformance with codes, ordinances and regulations governing construction; reviews sign plans and interprets sign ordinances; refers plans to Building Inspectors or Plan Checking personnel as needed.
Approves sign, basic tenant improvement and basic planning project plans; reviews and approves planning applications for submission; approves Alcohol and Beverage Commission zoning affidavits.
Ability to write basic ordinances and resolutions.
Coordinates the Business Licensing Program; issues business licenses; submits business license renewals; performs research; collects and compiles data into report form; maintains appropriate files and database.
Ability to understand and perform basic accounting formulas and functions such as posting and balancing.
Maintains case files on current applications; prepares findings and background research analysis; issues permits for all types of public work or building construction.
Coordinates building and safety inspection scheduling with building inspectors, including field tests for construction; maintains building inspection files and records; issues and tracks building permits, and tracks plans checking process; types and distributes a variety of materials, including contracts, reports, letters, memos regarding building and safety inspection, zoning, and permits.
Compiles and maintains records and reports on statistical information and data regarding various building or public works permits; writes weekly and monthly reports; maintains files on all building or public works permits; maintains current records of contractors licenses; maintains records of various fees collected or due.
Works cooperatively with property owners, contractors, architects or their representatives to resolve questions regarding plan checking, construction inspection, permit fees or permit issuance.
Files permits and plans; makes photocopies, and microfilms permits and plans for the public and permanent files; maintains records and prepares reports.
Uses computer and data processing equipment for storage and retrieval of pertinent records including the on-line permit tracking system.
Perform other related and peripheral duties as required and necessary for the successful performance of this job.
Qualifications:

) Education and/or
Experience:
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Community Development Technician.
A typical way of obtaining the required qualifications is to possess the equivalent of two (2) years of experience in public works or building inspection, or planning agency providing assistance to the public or three (3) years of responsible, related clerical experience or the performance of related work, and a High School diploma or GED with some directly related college level coursework.
License/Certificate:
Possession of, or ability to obtain, a valid class C California driver's license.
Knowledge/Skills/Abilities:

Processes and procedures associated with various planning applications, building or public works permits; basic housing construction methods and terminology; basic symbols and conventions found in construction plans and blueprints; standard business arithmetic; zoning ordinances and principles of planning practices; record keeping and records management practices; general office practices and procedures; organization and departmental procedures and processes; English usage, spelling, grammar, and punctuation; effective interpersonal relations.
Skill to:
Operate an office computer and a variety of word processing and software applications.
Ability to:
Learn housing and building inspection code and compliance through counter work involving permit processing; provide effective and courteous customer service to incoming clients; write basic ordinances and resolutions; understand basic accounting formulas and functions such as posting and balancing; communicate effectively, verbally and in writing; learn basic information regarding city planning, application procedures and related policies and procedures; answer inquiries and making simple calculations; maintain records neatly and accurately; coordinate Community Development activity with other City and County departments as well as private and public agencies; compile and tabulate data; operate a variety of office machines and equipment; learn to operate a two-way radio; maintain and administer an inspection scheduling system; perform basic calculations; work independently and make sound judgments and decisions regarding a variety of job-related queries and problems; follow the proper techniques to read and examine complex building and housing blueprints, plans, specifications, codes and ordinances; properly utilize computer and office equipment in performance of the position duties.
WORKING CONDITIONS:
Position requires prolonged or intermittent sitting, standing, walking on level, uneven, or slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting and crouching.
The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and using a computer keyboard in the performance of daily duties.
Additionally, the position requires near and far vision when reading correspondence and using a computer and acute hearing is required when providing phone service and communicating in person.
The need to lift, carry, push, and pull files, reports and other materials weighing up to 40 pounds is required.
The employee may occasionally be required to travel to different sites and locations; when working outdoors the incumbent may encounter extreme weather conditions, including wet, hot, cold, wind, snow, ice, and heavy vehicle traffic.
The noise level in the work environment is usually quiet to moderate when indoors and moderate to loud when outdoors.
